Abstract
Digitization and the ability to transfer of information over digital communication networks have lead to the convergence (coming together) of traditionally distinct services and industry sectors. In particular, the telecommunications, broadcasting and information technology sectors have converged to provide audio-visual content over various technologies, and in various forms. This paper discusses convergence in the above named sectors and some of the regulatory challenges that it brings. The paper takes a historical look at how convergence has been addressed in the EU and UK and also discusses the way ahead in light of the new 2007 EU commission’s proposals for telecoms regulation.
