Abstract
The article is based on research undertaken post-hurricane Mitch in Nicaragua which formed the basis for an expanded regional study funded by the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) which was published as part of their ‘Manuals' series in both English and Spanish.
