Abstract
Research that developed “Participatory Action Plan Development” as a structured way of building stakeholder consensus in natural resource management, based on a combination of theory and practice. It quantifies positive impacts on social capital from piloting in Bangladesh and Vietnam. These methods have been widely adopted in Bangladesh.
