Abstract
The rule of law is one of the fundamental values on which the EU is based according to Article 2 of the Treaty on European Union. [1] Faced with what has been described as an increasing number of ‘rule of law crises’, [2] a new EU framework to strengthen the rule of law was put forward by the Commission last March. [3] In doing so, the Commission aimed to more effectively address any situation where ‘there is a systemic threat to the rule of law’ [4] within any Member State.
