Examines the proposals to establish a European Agency for Fundamental Rights. Considers the proposals in terms of the objectives and tasks of the Agency, the scope of the Agency's competences, areas of activity, relations with other bodies and organisations, its own organisation, its independence, and the commencement of its operation. Assesses the proposals in terms of the benefits of establishing the Agency and possible problems with establishing the Agency.
